During 1999 the Department for Culture, Media and Sport (DCMS) published draft guidance with a view to local authorities producing their own Cultural Strategies.

Within Norfolk, a countywide cultural strategy 'Norfolk Live' was produced as a joint initiative involving all Norfolk local authorities. 'Norfolk Live' provides a framework with aims and priorities for the development of cultural activities across the county informing local plans. Please follow the link to the 'Norfolk Live' web site.

Great Yarmouth Borough Council published an issues paper in early 2002 which was circulated to over 150 organisations and groups as well as to local schools. The results of that consultation were reported to the Council's Executive Committee which agreed to the preparation of the Council's first Cultural Strategy document. This strategy compliments the aspirations of the Boroughwide 2020 vision and assists the borough in achieving the identified goals.
