What is a Local Development Scheme?

The Local Development Scheme is a public statement of the Council's three year programme for the preparation of the Local Development Framework documents.

The LDS contains:

1. A brief description of the Local Development Documents the Council will prepare in the three year period
2. A statement of which Local Development Documents will be statutory Development Plan Documents
3. A statement of which policies and proposals of the Great Yarmouth Borough – Wide Local Plan will be replaced by Local Development Documents and which will be saved for three years (the period of transition from the Local Plan system to the new planning system)
4. An explanation of how the Local Development Documents relate to one another
5. A timetable for the preparation of each LDD
6. A statement of how the Council will monitor their progress against the timetable

Preparation of a Local Development Scheme is a legal requirement under the new planning system. The LDS will be reviewed each year to take into account of whether there is a need to revise and/or prepare a new local development document.

The Council has entered into a Service Level Agreement with the Planning Inspectorate so that an Inspector will be available for any Public Examinations relating to the LDF, and the Council will seek to meet the milestones and targets set out in the LDS, and to adequately resource the LDF process.

Great Yarmouth’s Special Full Council formally adopted the first LDS on 15th March 2005 and it came into effect on 29 April 2005 following formal submission to the Secreatary of State represented by the Government Office for the East of England.

The April 2005 LDS was reviewed following the changes proposed in the Annual Monitoring Report December 2005 and the revised LDS was adopted in April 2006.

The April 2006 LDS was revised following the changes proposed in the Annual Monitoring Report December 2006. The April 2007 LDS has been formally submitted to the Secreatary of State and was approved for publication on 20 April 2007 .

The submission of the LDS 2008 has been delayed until the new plan making Regulations are in place.
