Although it is Norfolk County Council that is directly responsible for Childrens Services, Great Yarmouth Borough Council is at the forefront of work in the borough to achieve the vision for children and young people set out in Every Child Matters.

Every Child Matters is a national programme of change to implement the Children Act 2004.  Central to this is the focus on achieving good outcomes for children and young people.  There are five key outcomes.  They are;

The Council has always been responsible for areas of work which directly impact on the lives of children, such as housing, the environment, sport and play, administration of benefits.  However, Section 11 of the Children Act 2004 places new duties on the Council to safeguard and promote the welfare of children.
