The Council currently operates Leader and Cabinet arrangements. The Leader of the Council and Cabinet Members are appointed annually by the full Council. The Council’s Constitution sets out who makes executive decisions: the full Cabinet, single Cabinet Members or Officers.

From May 2011 the Council must operate new arrangements. These are based on a Modified Leader and Cabinet model.
In the Modified Leader and Cabinet arrangement, the Leader is elected by the Council, but he holds office for four years (provided still a Councillor) and appoints his Cabinet Members, including a deputy. He also decides whether he, the full Cabinet, single Cabinet Members or Officers should make executive decisions.
2011/12 Municipal Year
Great Yarmouth Borough Council has 38 Councillors with a 14 Labour and 23 Conservative split along with 1 independent and 1 vacant post, therefore the majority is Conservative. These are split over 17 wards in the Borough.
The whole 38 Councillors meet together at full Council meetings which are open to the public.
