Regulatory and Appeal Committees

Development Control
Usually consists of 15 Members of the authority. The Development Control Committee look after the planning and highway functions which are appropriate to the Borough.

Licensing
The Licensing Committee also usually consists of 15 Members, they are responsible for the licensing and safety functions appropriate to the Borough

Standards Committee
a) This Membership consists of;

  • Four Councillors (other than the Leader or the Mayor)

  • Two people who are not Councillors ,Council Officers or any independent members from outside bodies who have a Standards Committee

b) Independent Members will be entitled to vote at meetings

c) At least one Parish member muse be present when matters relating to Parish Councils or their members are being considered.

d) A Sub-Committee, this will include at least one independent member and one Parish member

e) - The meeting will be chaired by one of the independent members, unless neither are present when a chairman shall be elected from those in attendance.

The Standards Committee will have the following roles:

  • To promote and maintain high standards of conduct by Councillors and co-opted members

  • To assist Councillors and co-opted members to observe the Members' Code of Conduct

  • To advise the Council on the adoption or revision of the Code of Conduct

  • Monitor the operations of the Code of Conduct

  • Advise, train or arrange training for Councillors and co-opted members on matters relating to the Code of Conduct

  • Deal with any reports from a case tribunal, interim case tribunal or report from the Monitoring Officer on any matter which is referred by an Ethical Standards Officer

  • Exercise all of the above in relation to the Parish Councils in the Borough and to its members.

  • Overview of the handling of complaints and Ombudsman investigations

  • Oversight of the constitution

Appeals Committee
Consists of five Members of the authority. It's functions are as follows:

  • To consider appeals against disciplinary decisions from council employees in accordance with the Councils' disciplinary procedure

  • To consider unresolved grievances from employees under the Councils' grievance policy

  • To deal with grading appeals from employees in accordance with the Councils' agreed procedure for regarding applications

The Committee has the full power to act.

Housing Appeals
Consists of 10 Members of the authority. Its function is to consider appeals on housing management decisions other than Eviction and Nuisance Orders
