Planning and Business Services

Building Control

  • To implement and enforce the Building Regulations and allied legislation.

  • To respond to reports of dangerous structures and take action to ensure the safety of the community.

  • To protect adjoining owners and the wider community during and following the demolition of buildings.

Development Control, Conservation & Searches

  • supporting the conservation and sustainable, productive use of our built heritage

  • Development Control is a statutory duty of the Council and is governed by law.

  • It involves dealing with planning and other related applications, monitoring development and instigating development where serious breaches of control occur.

  • Maintains the Tree Preservation Order Register.

  • Provides the Street Naming and Numbering service for the borough.

  • Provides a mapping service to the public as the Service Unit charged with Ordnance Survey liaison on behalf of the Council.

  • Manages the Caister Roman Site on behalf of English Heritage.

  • Provides accurate and speedy responses to land and property searches.

  • Produces the Local Land & Property Gazeteer.

Environmental Health

  • reducing the amount of contaminated and polluted land

  • maintaining and improving our work in respect of home, workplace and food safety

  • By providing a wide range of information and advice about community and corporate responsibilities.  Monitoring and reporting on the Air Quality in the Borough and dealing with pollution incidents.  Providing and maintaining sustainable enforcement and environmental health services that are effective, well informed and best value.

Parking

  • The management of the Council’s Off- Street Car Park portfolio to provide convenient, safe and reasonably priced parking facilities suitable for the needs of a variety of different users, including the management of the coach drop off and collection point for visitors at the Beach Coach Station and coach and lorry parking.

  • The management of the On-Street permit parking for Norfolk County Council and management of excesscharges for South NorfolkDistrict Council

Licensing & Elections

  • to administer the Licensing Act 2003 which regulates the sale and supply of alcohol, the provision of regulated entertainment and the provision of late night refreshment

  • to administer the Gambling Act 2005 which regulates gambling in this country.

  • to license all taxi and private hire vehicles and drivers to ensure that all necessary persons and vehicles are licensed by the Council in a way which protects the users of the services and the general public

  • to undertake scheduled visits of licensed premises to ensure compliance with licensing conditions and knowledge of licensing/gambling law

  • to undertake spot checks of vehicles to monitor condition of vehicles and ensure drivers are properly licensed

  • to provide enforcement to ensure that licensees do not breach the conditions attached to their licence and to ensure that any person acting illegally or without a licence is dealt with.

  • to compile, publish and maintain the Register of Electors in accordance with statutory requirements

  • to ensure that all elections and referenda are undertaken in accordance with statutory requirements

  • to keep polling districts and polling stations under review

  • to identify and implement measures to encourage and enable greater electoral participation
