Economic Development & Enterprise
To increase wealth within the Borough by;
promoting Great Yarmouth based business and enterprise at home and abroad
encouraging inward investment across key commercial areas through the production of a Regeneration Prospectus
supporting the development and expansion of the outer harbour and related businesses
fully realising the opportunities offered by the casino and Golden Mile developments
attracting external financial support for major capital regeneration projects
To promote employment growth, training, education and citizen development by;
encouraging and supporting new and existing business growth
stimulating enterprise development through Enterprise GY
establishing training and employment targets, particularly to support access to opportunities by vulnerable and disadvantaged groups
developing alliances with employers and providers to meet skills needs and training requirements and to grow the local labour force
providing opportunities for people to fulfil their potential through engagement in sport and cultural activities
Strategic Planning, Housing & Regeneration Development
To promote the sustainable physical regeneration of the Borough by;
helping to secure an adequate supply of land for commercial and housing growth
helping to improve the towns transport infrastructure for residents, visitors and business
deal with all development proposals against the Government’s sustainable objectives; shared priorities; the background of the Great Yarmouth Borough-Wide Local Plan; and the emerging Local Development Framework (LDF), giving appropriate advice to Members in determining these proposals.
To ensure that the service meets its statutory obligations in relation to equality and diversity legislation and service delivery meets the needs of diverse groups and the whole community.
Through the implementation of the emerging LDF, we seek to ensure the spatial delivery of all the Council’s corporate plans and the Community Strategy.
Produces a suite of Local Development Framework documents for the sustainable future development of the borough, assessed in the Annual Monitoring Report and delivered according to the Local Development Scheme management document.
Implements national and regional/sub-regional spatial planning policy at the local level e.g. Planning Policy Statements and the East of England Plan.
Develops links with the Local Strategic Partnership and various community partnerships to progress the objectives of the Sustainable Community Strategy via the Local Development Framework - notably through the Core Strategy.
To promote the Borough as a safe, quality-led, exciting and integrated family destination.
Redevelop key sites to modernise and upgrade the tourism product to ensure a robust tourism industry and a capture a wider spectrum of domestic and international tourists.
To develop a co-operative approach between tourism businesses and related attractions and activities to maximise the tourism potential of the Borough
To maintain and develop the Borough’s Tourist Information Centre.
To manage and develop services, facilities and assets on the seafront in Great Yarmouth.
To organise and facilitate a full events programme in the Borough.
To manage and co-ordinate the Tourist Authority partnership and associated activities
reducing the volume of fly tipping, fly posting and graffiti incidents
discouraging residents and visitors from casual littering
improving the quality and management of our green spaces through the direct involvement of local people
improving our performance in street cleaning
ensuring that Emergency Planning is robust, appropriate and timely
providing good levels of footway lighting to encourage night-time mobility and increase community confidence
encouraging and helping people to reduce and recycle household waste
increasing the rate and range of recycling of collected household waste
helping to reduce CO2 emissions by promoting energy efficiency in homes and at work
promoting sensitive management of the shoreline and its adjacent environments
ensuring that there is a balance between the supply of development land, the provision of open and green space and the protection of sensitive sites
recognising and celebrating cultural diversity across the Borough
