Resources and Governance

HR

  • To provide advice and assistance to Members, managers and employees of the Council on all aspects of employment

  • Advise on terms and conditions, issues relating to pay or job evaluation and all aspects of the employment relationship from recruitment through to dismissal

  • To provide policies and procedures which apply national legislation and conditions of service to the council locally

  • To negotiate the details of the policies with UNISON, who the Council recognises as employee representatives

  • Run the payroll process, paying employee's wages and Member's allowances

Financial Services

  • contributes to all of the Council’s Corporate Priorities by supporting and underpinning the Corporate Plan through the development and review of the Medium Term Financial Strategy, and through the ongoing financial support and advice that it provides to the Council’s Services.

  • assists the Council in “Managing resources for the whole Council efficiently and effectively”, by supporting and delivering the Value for Money programme.

  • supports the achievement of the corporate priority of “Delivering of active, on-going and relentless performance management across every part of the Council” by designing the risk management framework within which the Council operates effectively.  

Property Services

  • To manage the Council’s non-operational investment portfolio.

  • To generate income for the Council to assist it in the provision of services, and to give comprehensive valuation and property advice to the Council and its Departments in connection with its various functions.

  • The operation of the Market to provide a vibrant and lively environment for shoppers enabling a wide range of goods to be offered for sale; and providing an outlet for the sale of local produce.

Member Services

  • To implement the Council's democratic arrangements in accordance with the approved Constitution.

  • to monitor and review the Council's Constitution to ensure that the decision making process remains effective and accountable.

  • To ensure clear and effective liaison between the public, the Council's partners, other external organisations and the Council.

  • To provide administrative support for, and to service meetings of, the Council's Executive, various Committees, working groups and partnership groups.

  • To ensure that prompt action is taken on all Council decisions.

  • To provide general support and training for Members and, where relevant, Officers and to review and improve the level of assistance and training provided.
