The full Council Tax bill assumes that there are two adults living in the property. If only one person lives in a property they will be entitled to a 25% personal discount. Sole Occupant Discount Application Form (44kb) If a property is no-one's main home then there may be a discount of 10%. This applies to most types of Second Home and all empty properties. Some second properties will receive a 50% reduction. For further information please visit Second Homes. Some people are not counted when deciding how many adults are living in a property. These are:
- Children aged under 18
- Persons aged over 18 for whom Child Benefit is still being paid
- Certain school leavers under the age of 20 and who have finished a full-time course between May 1 and October 31
- People with severe mental impairment who are in receipt of certain disability and attendance allowances
- Qualifying students
- Certain YTS trainees under the age of 25
- Student nurses
- Certain apprentices
- Long-term/permanent hospital patients
- Certain people resident in residential care homes, nursing homes or mental nursing homes/hostels
- Most persons in prison
