Borough-Wide Local Plan
The Great Yarmouth borough-wide local plan was adopted on 23 February 2001 and provides the basis for all planning decisions in the Borough Council area, except for those parts of the borough within the Broads Authority area. The local plan will provide planning policy guidance until the emerging local development framework (LDF) is adopted.
Decisions on planning applications are made in accordance with the local plan, the east of England plan (2008) and national planning policy statements.

Great Yarmouth borough-wide local plan saved policies
The Planning and Compulsory Purchase Act 2004 introduced LDFs to replace local plans. The policies in the local plan were saved for a transitional period of three years from the commencement of the Act. However, as the LDF has yet to be adopted a number of policies have been saved following approval from the secretary of state.
On 19 September 2007 the Borough Council received a 'direction letter' to confirm which local plan policies had been saved and would remain as the adopted planning policies from 28 September 2007. The number of local plan policies has been reduced and more reliance is now placed on national planning policy statements and the east of England plan (2008) to help determine planning applications until the LDF is adopted. However, under the Government's new Localism Bill (2011), regional spatial strategies are set to be abolished. To guide stakeholders and the public, a reference list is available which sets out the policies that have been deleted from the local plan and provides guidance detailing which subsequent policy documents should be referred to in the event of a development proposal.

The residential design guidance seeks to emphasise the importance of adopting an integrated design process for the building of new homes in Norfolk. It also sets out the requirements of the highway authority with regard to the layout of residential developments.
The biodiversity SPG encourages a positive approach to biodiversity protection and enhancement, and sets out the key considerations relating to wildlife and biodiversity that should be taken into account in all development proposals.
