We have to have contingency plans to deal with major incidents affecting the area eg. Flooding, major fires etc which can be put in place to initially support the blue light services eg police, ambulance and fire, and then assist the community to overcome their difficulties and support a return to normality.

Emergency planning provides a method of bringing together numerous agencies who can act in a co-ordinated way to support those involved with a major incident.

The Regional Resilience Forum (RRF)

Following the establishment of the Civil Contingencies Secretariat the government has set up regional emergency planning groups within the Government Regional Offices. The RRF is the strategic lead to encourage multi-agency planning at the Regional Level. The forum is used to inform members on emergency planning issues and enable them to make strategic decisions to improve resilience in the region.

The Regional Resilience Forum Support Group (RRFSG) whose Terms of Reference are to assist the RRF in meeting the following aims:

• Improving co-ordination between Central Government and the East of England.
• Improving co-ordination between the East of England Region and other UK Regions.
• Supporting planning for a response capability.
• Develop arrangements for supporting an East of England response.
• Assist with recovery in the East of England.

Membership of both these groups are representatives from Local Authorities, Emergency Services, Environment Agency, Military, Highways Agency, Utility Companies and Red Cross.

The Norfolk Resilience Forum

This group's objectives are to give strategic direction to the co-ordination of effort by emergency services and other services that respond to, and deal with, emergency incidents within the County.

Government



The Government has sent an information booklet 'Preparing for Emergencies - What you need to know' to every home in the UK. It gives practical common sense advice on what to do in an emergency - for example, a fire, terrorist attack or natural disaster.

Because it is important that people know how they can help themselves and their families in a number of emergencies. The booklet will ensure that people across the UK have practical, common sense information about how to prepare for and what to do in the event of an emergency.

Public safety is the Government's number one priority - and people need to remain alert and aware. We must be prepared to deal with any emergency, whatever it is or wherever it comes from.

This Government has set up a website (www.preparingforemergencies.gov.uk) which includes the common sense advice found in the Preparing for Emergencies booklet, and information on what the government is doing to protect the country as a whole.

The government recommends that all organisations adopt robust and flexible generic business continuity management arrangements which will help ensure that the impact of any disruptions will be minimised. For further information visit the Cabinet Office website.
