Filming on Council Land
Introduction
The area from Haven Holiday Park, North Drive to South Beach Parade opposite Hartmann Road and including Regent Road in a westerly direction to Temple Road is covered by this policy. Also included is all the beach and foreshore area, The Esplanade, Promenade and garden/amenity/park areas.
Great Yarmouth Borough Council is dedicated to keeping all of these areas clean, safe and to preserve the amenities of Great Yarmouth to create a high quality all year round environment for residents and visitors
Filming
The Borough Council recognises that the majority of filming within its boundaries provides positive marketing and promotes Great Yarmouth. Although not quantifiable this type of filming and promotion can be regarded as “priceless”.
To find out if it is possible for you to film in the Great Yarmouth area, please contact our Tourism team using the contact details above. We will need to check that the area is not already being used. Additionally, the majority of film crews and programme makers will require advice or support from Council staff, which on some occasions can be extensive. As film making schedules are often at short notice Council staff have to prioritise filming support against their existing work.
Fees
If your request to film is agreed it may be subject to a fee of which you will be advised. No fee will be charged for news reports and interviews. In addition to the filming fee the company should agree to include the location in the credits for the film. Any charge will not be applied to films made by students to support their academic studies, or to Registered Charities making films in support of their activities.
Great Yarmouth Borough Council will, where possible and if filming schedules fit in with existing work loads, and with adequate notice,
i) Log the proposed filming to ensure, as far as possible, no conflicting use of the area.
ii) Provide, if possible, supporting and background information through its Tourist Information Centre.
iii) Provide, where possible, practical help in getting to location.
iv) Provide, where possible, reasonable vehicular access and parking for filming/support vehicles, on the promenade or at another location.
Indemnity
The production/film company must indemnify the Council, its officers and employees against any claims or proceeding arising directly in respect of any injury to persons or damage to property as a result of their activities.
Insurance
All production/film companies working on location in public places owned or managed by the Council must provide public liability insurance with a limit of indemnity of not less than five million (£5,000.000) in respect of any one accident or series of accidents arising out of any filming activity. Such policies to be produced before filming commences, together with evidence of payment to prove the insurance cover is valid and current.
Public Open Spaces/Amenity Areas
When filming in public open spaces/ amenity land, production/film companies may not interfere with any tree, shrub, plant, fixture or fitting etc. The company shall not disturb or interfere with any wild bird of animal in the process of undertaking their activities.
Nuisance
The production/film company by their activities will not cause or become a nuisance to the general public, neighbouring property or businesses.
