Great Yarmouth Borough-Wide Local Plan
The Borough Council's Great Yarmouth Borough-Wide Local Plan provides the basis for all planning decisions in the Borough Council area except for those parts of the borough within the the Broads Authority area. Formally adopted on 23 February 2001, the Great Yarmouth Borough-Wide Local Plan is intended to provide planning policy guidance until mid-2006. The Broads Authority also has its own 'Development Plan' known as the Broads Local Plan.
Decisions on planning applications by both authorities are made in accordance with policy together with policies contained in the Norfolk Structure Plan and in national planning guidance documents.
Saved Policies
Under the Planning and Compulsory Purchase Act 2004, which brought in the system of Local Development Frameworks (LDF), the policies in the adopted Great Yarmouth Borough – Wide Local Plan (2001) were saved for a transitional period of three years from the date of the commencement of the Act. This period expires on 27 September 2007. The Act does, however, allow the Secretary of State to extend the saving of policies beyond that date. Requests to save policies beyond that date had to be made to the Secretary of State by 1 April 2007.
The Borough Council made an application to the Secretary of State via the Government Office for the East of England (GO-EAST) to ‘save’ a number of policies in the adopted Local Plan beyond the 27th September 2007 following a formal agreement at the Council’s Local Development Framework Working Party on 19 March 2007, Corporate Management Board on 20 March 2007, Cabinet on 21 March 2007 and Council on 5 April 2007.
On 19 September 2007, the Council received 'direction letters' (see below) from the Department for Communities and Local Government(DCLG) c/o GO-EAST to confirm which policies in the adopted Great Yarmouth Borough – Wide Local Plan (2001) have been 'saved' and remain our adopted planning policies from 28 September 2007. Essentially, this means that the number of policies which constiitute the Great Yarmouth Borough – Wide Local Plan (2001) have been reduced and more reliance is now placed on national Planning Policy Statements and the emerging Regional Spatial Strategy for the East of England to help determine planning applications until such time as the replacement Local Development Framework (LDF) is adopted.

Schedule of Saved Policies
To guide stakeholders and the public, a reference list has been created (see link below) which sets out the policies that have been deleted from the Great Yarmouth Borough – Wide Local Plan (2001) and provides guidance detailing which subsequent policy documents should be referred to in the event of a development proposal. In particular, the Council would draw your attention to the importance of reflecting policy in Planning Policy Statement 3: Housing.
