Campaign Against Fly-Tippers Continues
A former Manager of the Seabreeze Restaurant, Marine Parade, Great Yarmouth who was prosecuted recently by Great Yarmouth Borough Council under food hygiene regulations has been successfully prosecuted again, this time for dumping waste.
Alan Zhang pleaded guilty and was given a 12-month conditional discharge, which means he was not punished on this occasion but if he commits any other offences in the next 12 months this offence could be taken into consideration.
He was also ordered to pay £125 towards the Council’s costs in bringing the case.
Miguel Fish, Environmental Ranger said:” The prosecution was another success in an ongoing campaign against the minority who persistently ignore the educational initiatives and the information letters that we delivered to residents and businesses in the Borough.”
The offence occurred on Monday 16 July 2007 in the service road at the rear of Marine Parade at the Marlborough Terrace end.
Alan Zhang was captured by CCTV cameras depositing several bags of waste despite having a trade waste bin for the restaurant that he managed at the time.
On the 21 July an Environmental Ranger visited the Seabreeze Restaurant with still images of the footage and Alan Zhang had a shock when he realised that he’d been caught in the act.
On the 2 August 2007 Mr Zhang was interviewed under caution and he admitted the offence.
Councillor James Shrimplin, cabinet member for environment added: “Although the offender only got a conditional discharge this cannot be taken as a precedent for future cases and we shall continue to prosecute anyoneseen to be fly tipping, as it is an extremely anti-social actcosting thousands of pounds a year to the local ratepayers."
