Core Strategy Preferred Options Development Plan Document and Draft Sustainability Appraisal Report

Consultation has now closed

Following on from the consultation responses received to the Core Strategy Issues and Options (stage 1) in October 2005 and the Hierarchy of Settlements and Developer Contributions Paper (Issues and Options Stage 2), the Council have now reached the Preferred Options stage of the process having considered the representations received.  An analysis to the comments received at stages 1 & 2 on the Core Strategy Issues & Options are set out below.

The draft Core Strategy Preferred Options Development Plan Document (DPD) sets out the key elements of the planning framework for the area. It comprises a long term spatial vision and strategic objectives, a spatial strategy; core policies and a monitoring and implementation framework with clear objectives for achieving its delivery.

All subsequent documents produced as part of the Local Development Framework (LDF) will build on the principles set out in the Core Strategy. It will identify broad locations for delivering housing and other major development needs such as employment, retail and transport. The Core Strategy does not include details of land allocations nor primary development control policies.  These will be set out in separate Development Plan Documents in the form of Site Specific and Development Control DPDs.

A Sustainability Appraisal Report for the Preferred Options has also been produced. The Sustainability Appraisal highlights the likely significant economic, social and environmental effects of the policies and proposals in the plan. In addition, the Core Strategy is supported by the following background studies.

Consultation has now closed. Representations on the Core Strategy Preferred Options and Sustainability Report were invited from 7 August 2006 to 18 September 2006. Copies are available to download and were made available at the locations set out below.

Core Strategy Issues and Options

The draft Core Strategy Issues and Options Stage 1 was published for consultation from Monday 24 October 2005 to 12 noon on 5 December 2005 along with the Sustainability Appraisal and representations on their content were invited. The Stage 2 Hierarchy of Settlements (Paper 1) and Developer Contributions (Paper 2) presented a variety of issues and options, and provided an opportunity to make comments on the issues identified, together with a range of potential solutions. The representations received have built upon those received during the draft Core Strategy Consultation Stage 1.
