Issues and Options Consultation (Stage 2)
The Council has received a large number of requests from landowners and developers to consider land for development. The Council formally invited and accepted requests from February 2006 through discussions and meetings with developers and landowners, by advertising the process on this website, through the Site Specifc Allocations ‘Issues and Options’ DPD (Stage 1) consultation and through written request.
The Site Specific Allocations DPD is currently being prepared for a second consultation. This document will contain all the sites included in the first consultation and any additional site that have been subsequently submitted.
Issues and Options Consultation (Stage 1)
The Site Specific Allocations Issues and Options (Stage 1) Development Plan Document (DPD) consultation is now closed.
The ‘Issues and Options’ DPD identifies and examines sustainable ways of meeting the housing, employment, shopping and community facility development needs of the Borough over the next 15 years as part of the new Local Development Framework (LDF).
To ensure that all the issues and options are covered, it is set out in three ‘Issues and Options’ Topic Papers – i) Housing ii) Employment & Tourism iii) Retail and Leisure. The Topic Papers do not include the area covered by the Urban Regeneration Company (URC) Area Action Plan (AAP). However, the housing, employment and retail proposals in the URC AAP are taken into consideration in determining the overall needs of the borough.
The Council is using a ‘broad-brush’ approach to identify potential sites for development for consultation to consult on at this stage. This means that in preparing the Site Specific Allocations Development Plan Document, the Council can not start consultations by identifying its ‘Preferred Option’ for development. Instead, we are undertaking this early consultation to consider the Issues and alternative Options for site proposals.

There will be a second stage of consultation.
Timetable for Preparation
The timetable is currently being revised and will be available in the Local Development Scheme (LDS) 2008. The submission of the LDS 2008 has been delayed due to the new plan making Regulations.
