You can claim Council Tax Benefit if:
  • You are on Income Support, Jobseekers Allowance or Guarantee Pension Credit.
  • You are on a low income (including self employed people).

You cannot get Council Tax Benefit if you are:
  • One of a couple, including members of polygamous marriages and couples registered as liable for Council Tax Benefit at different addresses.
  • A joint tenant or joint owner.
  • A full time student, including non-student partners.
  • A person from abroad.
A couple is defined as:
  • A man or woman who are married to each other and are members of the same household.
  • A man and woman who are not married to each other and are living together as man and wife.
