Greening Up Great Yarmouth brief for grant applications

The Council is seeking a delivery partner to help deliver an in-bloom improvement scheme in Great Yarmouth, building on recent regeneration work and continuing to improve the appearance and condition of a variety of locations in the town centre. Funding for this project is provided by UK Government through the UK Shared Prosperity Fund (UKSPF) programme.

Interested parties are invited to submit a short (500 words minimum) proposal on:

1. How you intend to meet the requirements of the initiative.
2. How you will achieve the objectives within the delivery timeframe (to 31 March 2026).

The selection of locations will be agreed with the Council, with a minimum of 10 square metres of public realm to be targeted for improvement across the delivery timeframe. Public realm means the spaces between and around buildings that are publicly accessible, including squares, courtyards and streets. Proposals should be focused on achieving maximum 'in-bloom' coverage for Summer 2026.

Delivery requirements:

1. Work collaboratively with the Council and other stakeholders including businesses, education providers, other public and VCSE organisations and residents.
2. Promote the initiative online and in person, and create a sense of ownership in the local community.
3. Build a bank of volunteers who are passionate about Great Yarmouth to provide horticultural education opportunities, to support the propagation and maintenance of planting, and deliver a minimum of 5 volunteering opportunities.
4. Develop and deliver an appropriate watering and maintenance plan with stakeholders and where applicable in consultation with Great Yarmouth Services (GYS).
5. Run a minimum of one community engagement event.
6. Create a priority list of areas within the Town Centre for locating planting, starting with the Market Place.
7. Identify a range of options for displaying plants (like planters or hanging baskets) that are relevant to the specific locations.
8. Consider sustainability - from the materials for planters to the use of drought tolerant plants.

The successful delivery partner will be awarded a grant of up to £10,000 (excluding any applicable VAT) to support the project, to cover the purchase of all materials, plants, equipment and supporting activity. The delivery partner will be expected to provide regular progress reports, including photo evidence (before and after) of all improved locations, evidence of volunteer involvement and evidence of financial expenditure.

Delivery partners must be able to provide evidence of public liability cover to min. £5m and to produce relevant risk assessments for the work.
