Preventing homelessness and rough sleeper strategy (2018-2023)

Summary

Section 1 of the Homelessness Act 2002 requires every local authority to carry out a review of homelessness and develop a new homeless strategy every 5 years. The homelessness review assesses:

  • the current and likely future homelessness in the borough
  • activities carried out to prevent homelessness, secure accommodation for homeless people and provide support services to people who are or may become homeless
  • resources to carry out these activities

A homelessness strategy is defined in the Homelessness Act 2002 S3 ( 1 ) as one formulated in order to:

  • prevent homelessness in an authority's area
  • secure accommodation is and will be available in that are for people who are or may become homeless
  • provide support for such people or those who have been homeless and need support to prevent it recurring

The Preventing Homelessness and Rough Sleeper Strategy makes a positive contribution by focusing the activities of all relevant local partners to reducing and preventing homelessness within the Borough. The production of this strategy is timely with the recent introduction of the Homeless Reduction Act (HRA), which is the most significant change to homelessness legislation since it was first introduced in the 1970s.
