Great Yarmouth woman ordered to pay more than £700 for flytipping offence

A Great Yarmouth woman has been ordered to pay more than £700 after being prosecuted for flytipping in the town.

Nina Chudiakova, of Beaconsfield Road, was convicted of unauthorised disposal of waste under Section 33 of the Environmental Protection Act. Prosecuting on behalf of Great Yarmouth Borough Services (GYBS), Lorna Hall told Great Yarmouth Magistrates Court that a large amount of household waste was found in the service road behind Beaconsfield Road on August 10 last year.

The court heard rubbish - including a bed base, mattress, headboard, furniture, suitcases, chairs, piles of clothes and other smaller household items - was found at the site.

Ms Hall said GYBS subsequently received information the waste was from the home of Ms Chudiakova. When the 65 year old was visited by officials, she admitted she put the rubbish there.

At the court hearing earlier this month, Ms Chudiakova admitted the offence, although she disputed full liability.

In mitigation, the court took into account Ms Chudiakova had suffered poor mental health due to the breakdown of a relationship, that she claimed other people had added to the rubbish, it had been a one-off flytip, was not commercially motivated as there was little or no financial gain, she had no previous convictions and had expressed remorse.

Noting the clean-up costs required, magistrates imposed a fine of £421 on the defendant. They also ordered her to pay a £100 contribution towards costs, £114.69 compensation in respect of GYBS costs and an £88 victim surcharge.

A spokesperson for Great Yarmouth Borough Council said: ''The illegal disposal of waste in our communities blights the lives of all of our residents.

''Not only is it an eyesore that is expensive and time consuming to deal with, but it damages the environment and encourages vermin. The council will not tolerate those who negatively impact the lives of others by flytipping and will always investigate and seek to prosecute those responsible.''
