Filby Neighbourhood Plan

Filby Neighbourhood Plan status

The Filby Neighbourhood Plan was adopted by Great Yarmouth Borough Council on the 20 April 2022 and by the Broads Authority on 18 March 2022.  The plan now forms part of the development plan for both Great Yarmouth Borough Council and the Broads Authority. 

The plan and supporting documents can be read below.  Documents are also available to inspect at the Town Hall, Hall Plain, Great Yarmouth, NR30 2QF.

Filby Neighbourhood Plan referendum

The Filby Neighbourhood Plan referendum was held on Thursday 24 February 2022. The question that was asked at the referendum was:

Do you want Great Yarmouth Borough Council and the Broads Authority to use the Neighbourhood Plan for the parish of Filby to help them decide planning applications in the neighbourhood area? 

The Neighbourhood Plan received a 'yes' vote at referendum and was adopted at full council on 20 April 2022. Full results of the referendum can be found in the Elections and voting section.

Filby Neighbourhood Plan examination

The Filby Neighbourhood Plan received a 'yes' vote at referendum on 24 February 2022 and was adopted by the Borough Council on 20 April 2022.

Examiner's report 

The examiner assessed whether the Filby Neighbourhood Plan met the basic conditions and other matters set out in paragraph 8 of schedule 4B of the Town and Country Planning Act 1990 (as amended). Having assessed the plan, the examiner confirmed that she was satisfied it met these requirements, subject to modifications.

The examiner

An independent examiner, Ann Skippers BSc (Hons), MRTPI, was appointed to examine the Filby Neighbourhood Plan. The examiner tested whether the neighbourhood plan met the basic conditions as required by paragraph 8 (1a) of schedule 4B of the Town and Country Planning Act 1990. Representations made at regulation 16 consultation were considered by the examiner.

Filby Regulation 16 consultation and submission

Regulation 16 consultation on the Filby Neighbourhood Plan ran for 10 weeks from Friday 02 April to Friday 11 June 2021.

Filby Area Designation

An application by Filby Parish Council to have the whole parish of Filby designated as a Neighbourhood Plan Area was received on 10 June 2019. The application was considered by Great Yarmouth Borough Council (and the Broads Authority), and the Filby Neighbourhood Plan Area was formally designated on 28 June 2019.
