Great Yarmouth Borough Council has a Leader and Cabinet decision making system

The Leader of the council is Councillor Carl Smith (opens new window). He was appointed by the Full Council at its Annual General Meeting following the election in May 2023. The Deputy Leader for the council is Councillor Graham Plant (opens new window).

Cabinet is responsible for making decisions about Council services. The Cabinet is made up of six Councillors, each with a responsibility for a portfolio of services.

Cabinet and Leader together are known as the Executive.

Key Decisions and and Forward Plan

What is a Key Decision?

The Statutory Definition of Key Decision is as set out in Regulation 8 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 made pursuant to the Local Government Act 2000.

The Definition of Key Decision for Great Yarmouth Borough Council as detailed in the Council's Constitution (Article 8.4) is as follows:

A 'Key Decision' means an Executive decision that is likely to:

  • result in the Council incurring expenditure or making savings of £250k or more (calculated on a whole life basis)
  • be significant in terms of its effects on communities living or working in an area comprising two or more Wards in the Borough.

Why might a decision be made in private?

The public may be excluded from a meeting whenever it is likely that in view of the nature of the business to be transacted, exempt information will be disclosed, for example, information which may reveal the identity of an individual or relates to the financial or business affairs of an individual or organisation. Information should only be made exempt, if it is in the public interest to do so. Whilst the majority of the Cabinet's business at the meetings listed in this document will be open to the public, there may be occasions when the business to be considered contains confidential, commercially sensitive or personal information. The items of business where this is likely to apply are indicated on the plan.

Forward Plan (Cabinet Notice)

The Council is required to publish details of Key Decisions which are to be considered by the Cabinet 28 calender days prior to the meeting.

The Forward Plan sets out the decisions that the Cabinet will be taking over the coming months. The Plan highlights the decisions that Cabinet intend to take, which may result in part of the meeting being held in private, and identifies which decisions are key.

Cabinet Decision Notice

When a decision is made by the Cabinet the decision will be published via a Cabinet Decision Notice, and shall be available at the main offices of the Council within five working days of being made.
