    1. 14.1.In agreeing repayment plans for the cost of a rechargeable repair, the Council will take into account the individual circumstances of the tenant or leaseholder and their household.
    2. 14.2.In some exceptional circumstances the decision will be made by a manager not to recharge a tenant or leaseholder for the cost of the repair. Such decisions will be recorded and will take into account:
      • how the damage was caused
      • who caused the damage
      • whether there was any underlying repair issue which contributed to the damage
      • the financial circumstances of the tenant
      • specific vulnerabilities of the tenant or their household
