Discretionary Heating or Energy Efficiency Measures Installation Loan| Purpose of assistance | Provision of an equity loan to undertake the installation of new central heating systems, and/or the installation of insulation measures, where the resident has a health-related vulnerability exacerbated by living in a cold home. |

| Maximum grant/loan | Subject to funds being available, loans up to a maximum of £30,000 are possible with the advance being no more than 35% of the free equity in the property and secured on the property. This means the loan is secured on the property and no scheduled repayments are due. |

| Eligible persons | The resident must own or their home, have an annual household income of less than £36,000 and meet one or more of the following: - in receipt of Incapacity Benefit
- is aged 65 and over, or has a child under 5, or is pregnant
- is on the Energy Companies' Priority Services register
- has a health or vulnerability condition that can be exacerbated by living in a cold home, as referenced in the National Institute for Health Excellence (NICE) guideline on "Excess winter deaths and illness and the health risks associated with cold homes"; this guidance identifies people with the following health conditions as being particularly vulnerable to cold:
- people with cardiovascular conditions
- people with respiratory conditions (in particular, chronic obstructive pulmonary disease and childhood asthma)
- people with mental health conditions, and
- people with disabilities
- people who are terminally ill
- people with suppressed immune systems (e.g., from cancer treatment or HIV)
Written confirmation from a GP, hospital consultant or other medical professional of qualifying conditions a) to f) will be required. |
