What is the difference between Council Tax Support and Second Adult Rebate?

Council Tax Support helps people on a low income pay their Council Tax bill. It is based on your own income and capital (or that of you and your partner) and can cover up to 100% of your Council Tax Bill. Second Adult Rebate helps if you are the only person liable for Council Tax but cannot get the 25% Single Person Discount because you live with another adult on a low income. It is based purely on the second adult's income, ignoring your own income and capital entirely.
